Unit for European Strategic Intelligence
The Unit for European Strategic Intelligence was established to support HEAL Italia in strengthening its European and international presence, assisting the Foundation in its interaction with European Union institutions, programs, networks, and strategic partnerships.
In line with HEAL Italia’s mission as a national hub for precision medicine, the Unit operates as a technical and strategic support structure for the General Directorate and the Scientific Directorate, with the aim of transforming the Foundation’s scientific, clinical, and infrastructural assets into a more stable, recognizable, and impact-oriented European presence.

Objectives, Activities, and Strategic Value of the Unit
EUROPEAN STRATEGIC INTELLIGENCE
To continuously monitor the European Union’s policy priorities, work programs, emerging initiatives, regulatory directions, and funding opportunities relevant to personalized medicine, biomedical research, health data, artificial intelligence, and innovation in healthcare systems.
INSTITUTIONAL POSITIONING AND EUROPEAN NETWORKING
To strengthen HEAL Italia’s capacity to engage with European institutions, agencies, research infrastructures, European partnerships, multi-stakeholder platforms, and thematic networks, fostering a more visible presence of the Foundation in the settings where priorities, strategies, and innovation models in the field of health are defined.
SUPPORT FOR PARTICIPATION IN EUROPEAN PROGRAMS AND PROJECT INITIATIVES
To identify and enhance the opportunities offered by the main European programs, with particular reference to Horizon Europe (Cluster Health and the Cancer Mission), European Partnerships, EU4Health, and other relevant European instruments for research, innovation, digital health, personalized medicine, and the transfer of results into clinical practice.
In this area, the Unit supports the analysis of calls, the identification of project trajectories consistent with HEAL Italia’s assets, the development of relationships with potential European partners, and the guidance of the network in participating in consortia and initiatives of strategic interest.
CAPACITY BUILDING AND NETWORK SUPPORT
To promote the development of skills and tools in support of researchers, partners, and stakeholders within the HEAL Italia ecosystem who are interested in strengthening their participation in European programs. This includes guidance, information, awareness-raising, and support activities aimed at improving understanding of funding mechanisms, networking, and European project design.
Through these functions, the Unit aims to move beyond sporadic participation in European opportunities, progressively building a stable capacity for monitoring, guidance, and support across the entire HEAL Italia ecosystem.

European Context
In recent years, personalized medicine has become firmly established among Europe’s priorities in the fields of public health and medical research and innovation. Its importance depends not only on scientific and technological progress, but also on the fact that the European Union increasingly considers it a strategic lever for improving prevention, clinical appropriateness, the quality of biomedical innovation, and the sustainability of healthcare systems.
Personalized medicine now stands at the center of a rapidly evolving European ecosystem, in which biomedical research, health and genomic data, artificial intelligence, advanced diagnostics, clinical trials, health technology assessment, research infrastructures, and the regulation of health technologies all converge. It is therefore no longer merely a specialist field within translational research, but a true policy domain in which priorities, rules, investments, and innovation models for the future of health in Europe are being defined.
This development is accompanied by an increasingly relevant European regulatory framework: the GDPR has defined the conditions for the protection and use of personal data, including health and genetic data, while the Data Governance Act, the Data Act, and the European Health Data Space are progressively strengthening the conditions for the safe, interoperable, and responsible use of health data. At the same time, the In Vitro Diagnostic Medical Devices Regulation (IVDR), the Clinical Trials Regulation, the European regulation on Health Technology Assessment, and the AI Act directly affect the development, validation, and implementation of advanced diagnostics, digital tools, predictive models, and artificial intelligence-based solutions in healthcare.
Alongside the regulatory framework, the European Union has promoted programs, partnerships, and strategic initiatives that help structure the sector far beyond the dimension of individual projects. Initiatives such as ICPerMed and the European Partnership for Personalised Medicine play a central role in coordinating strategies, funding, and scientific communities active in the field of personalized medicine.
For HEAL Italia, this context represents a strategic opportunity. Thanks to its multidisciplinary network of universities, IRCCS, hospitals, companies, and research centers, and to the availability of infrastructures, biobanks, data platforms, advanced expertise, and clinical networks distributed across the country, the Foundation can aspire to play a bridging role between the national critical mass and the European space of personalized medicine.
The European projection of HEAL Italia should therefore not be understood as a simple international extension of its existing activities, but as a structured positioning path: being present in the places where the priorities, rules, and innovation models of personalized medicine are defined, while at the same time helping to enhance Italy’s role in the main European health trajectories.
